A petition filed with the Texas Commission on Environmental Quality by rural Midlothian resident Cole Turner cites nuisance odor issues related to the land application of biosolids. Turner is requesting a rule change that would prohibit such land application in or within three miles of a city limit in a county with a population of 140,000 or more that is located adjacent to a county with a population between 2 million and 4 million.
