RED OAK — Red Oak City Manager Todd Fuller announced that the city council has approved the formation of an independent and diverse committee of experts and citizens to review the Red Oak Police Department’s racial profiling procedures, interracial relations within the department, community-minority relations and the minority recruitment and retention of police officers among other items.
The committee will be comprised of seven members including three leading experts in the areas of racial profiling, race relations and law enforcement.
Dr. Alex del Carmen, the state’s expert on racial profiling policies, analysis and procedures; Dr. Robert L, Bing, a criminologist whose areas of research over the past 20 years, have been on race and race relations, as well as criminology; and Royce West Jr., an attorney, whose area of expertise is on racial profiling and race relations, have been invited to serve as the professional experts on the committee. They will be tasked with leading the effort of the committee throughout the process.
“The city is extremely pleased that Dr. del Carmen, Dr. Bing and Mr. West have agreed to serve on the committee,” said Fuller. “Their qualifications and unique experiences will provide great value and perspective to this independent and meticulous process.”
The committee will operate as an independent and objective mechanism and will be given access to all relevant information as requested.
At the end of the committee’s work, a final report will be produced to identify any potential issues and recommend any necessary remedies.
